OK, I was finally able to get my project to build, so I am not blocked.
Finding the right way to define a DLL dependency helped.
Maven is still looking in ~/.m2, but it is also finding stuff in the
actual local repository.

Unfortunately I think the only solution before that, short of running a patched
version, is to use the default repository location in your settings file.
Brett, do you need me to file a bug report somewhere, or can you take care of
that?
