I can't duplicate that on Debian testing with GNU Make.
I was using zsh in Emacs shell mode on Debian GNU/Linux 12 (bookworm) with GNU Make 4.3.
FWIW, it should not be required to use sudo to install into /tmp (but as far as I know it should work).
I used sudo for the install because /tmp/ isn't gonna be my ultimate destdir and I don't want my own user to own these files, root should own them. I was planning to use fpm in --dir mode. Although I didn't get that far because it instead installed into /usr/local.
