Every run of {{.github/workflows/build.yml}} starts 24 macOS jobs: 
{{compiler-macos}} on four images and {{lib-python-macos}} on four images times 
five Python versions. Each job installs Homebrew dependencies and bootstraps 
from scratch. That happens on every pull request, every push to a fork, and 
every push to apache/thrift. A new push to a pull request also leaves the 
previous run going, because {{build.yml}} has no concurrency group 
({{cmake.yml}} and {{msvc.yml}} do).

Run the full macOS matrix only on pushes to apache/thrift. Pull requests and 
fork pushes build on {{macos-15}} with Python 3.10 and 3.14, which is 3 jobs. 
Linux {{lib-python}} still tests every Python version. Cancel superseded pull 
request runs.
