Sylwester Lachiewicz resolved THRIFT-3817.

    Resolution: Fixed

The C++ generator no longer emits {{std::tuple}} at all (zero references in 
[compiler/cpp/src/thrift/generate/t_cpp_generator.cc|https://github.com/apache/thrift/blob/master/compiler/cpp/src/thrift/generate/t_cpp_generator.cc]),
 so the redeclaration conflict cannot occur. Resolving as Fixed.
