Part of #4070. ### Goal Add operation/error logging to the amber web service + resource layer. ### Problem Execution services, websocket/session lifecycle, and the top-level REST resources had sparse logging, so request handling and access-control denials were hard to trace. ### Scope - Operation entry, state transitions, access-control denials (WARN), and error/catch branches. - Non-functional; no behavior change.
