### What changes were proposed in this PR? - Condensed the first-time contributor welcome comment in `welcome-first-time-contributor.yml` from tables and paragraphs down to three inline command bullets (about 40 rendered lines to about 10). - Wrapped every issue reference in inline code so GitHub no longer autolinks the examples, which previously created cross-reference backlinks into real issues each time the welcome fired, and switched the examples to the self-referential `#5166` and `#5222`. - Documented that a bare `/request-review` auto-assigns a reviewer; this is an upcoming feature, so the message is intentionally ahead of `comment-commands.yml` and should merge after that feature lands. ### Any related issues, documentation, or discussions?
