I investigated this on a recent Superset version and was able to reproduce
the behavior locally.

   Findings:

   - Formula annotations behave correctly.
   - Time Series / Event / Interval annotations do not respect:
      - Override time range
      - Override time grain
      - Time shift
These options are present in the UI, but changes have no effect on the
annotation query context.

   - The Annotation Slice → Title Column field always renders as None, even
when the source chart has valid string dimensions (e.g. country_name). The
dropdown opens but never populates, which suggests this control is currently
unwired.
   - The same override options also appear non-functional for Event and
Interval annotation types.

This makes it unclear whether these controls are expected to work or are
currently incomplete.

   I’m happy to:
   (a) submit a PR to hide/disable these non-functional controls, or
   (b) investigate wiring them correctly (frontend and/or backend),
   depending on maintainers’ preference.

Please let me know how you’d like to proceed.
