   ### Bug description

   Description:
I have configured RBAC in Superset, but when I open the dashboard edit page,
I do not see a box or option to assign roles/permissions.

   Superset Version: 4.1.1

   Steps to Reproduce:

   1. Enable RBAC by setting FEATURE_FLAGS = { "DASHBOARD_RBAC": True }.
   2. Open a dashboard for editing.
   3. Observe that there is no UI element to grant roles or permissions.

   Expected Behavior:
There should be a box or interface on the dashboard edit page to assign
roles/permissions.
