Triage: this appears resolved by [PR #7205](https://github.com/apache/shenyu/pull/7205), merged as `41dee74d577ff7166588a00fc719ae41d53f272f`. I verified the current `AiProxyExecutorService.executeDirectStream` on master: the `emitted` flag gates both retry and fallback, so retry/fallback remain available before the first chunk, while errors after an emitted chunk propagate without switching providers. The merged tests cover both the no-chunk fallback and the partial-stream no-fallback behavior. The duplicate PR #7022 also notes that #7205 makes it unnecessary.
