Closing this for now. It has been open since January 2024 without any check run reported for the head commit, and the change requests raised in review are still unanswered. To be clear: `PeakEWMALoadBalancer` is not in master either, so this is not being closed because the feature already landed elsewhere — it is being closed because the PR has been stalled for well over two years with no CI signal. Please feel free to reopen it, or open a fresh PR against current master; the load-balancer SPI has moved on since 2024, so a rebase would be needed regardless. -- This is an automated message from the Apache Git Service.
