## Summary - Make scale-policy updates transactional. - Defer cache activation and scaling until after commit; rolled-back updates no longer alter the active cache or launch scaling actions. - Keep the no-transaction fallback for direct non-proxied callers. - Add H2 tests for outer rollback, visibility from a separate connection during activation, zero-row updates and post-commit external failures. Fixes #6625 ## Validation - `./mvnw -pl shenyu-admin -am -DskipTests=false -Dcheckstyle.skip=false -Dtest=ScalePolicyTransactionTest -DfailIfNoTests=false test` (Java 17): passed, including Checkstyle. External scaling is not a distributed transaction: a scaling failure after commit leaves the persisted desired policy available for reconciliation and is propagated to the caller.
