I have verified on the latest `2.x` branch, and all tests in `ClusterControllerTest` passed (including HTTP/2 watch tests). It seems that the related test code has been refactored (using `SeataHttpWatch`), and the flaky issue reported here is no longer reproducible on the latest codebase.
