Review Comment:
   > The green version popped up first, a fraction of a second later the 
regular NB splash appeared over the first ... so I did see that it remained 
behind the regular NB splash
   
   That isn't, or at least shouldn't, be what is happening.  If the JDK splash 
window is there, we should be drawing in to it not opening a separate window.
