Thanks @ramanathan1504! Opened #4393 against `2.x`: inside `${...}` the
escape character `$` now also escapes a following `$`, `:`, `-` or `}`, per the
design above, with six new `StrSubstitutorTest` cases (including the
`%d{...}{GMT+00}` default from this issue), a changelog entry and a short note
in `configuration.adoc`. The PR body lists the behaviour changes that follow
from the design, for review.
