Thank you very much [~pkarwasz], that is unfortunate but I see.

I would then suggest evaluating YouTrack, but must warn it is significantly 
inferior to Jira, and migrating from Jira to YouTrack is surprisingly 
complicated (in part due to YouTrack defects).

YouTrack is owned by JetBrains, which [offers deals for free software 
development|https://www.jetbrains.com/community/opensource/#support]:

??Non-commercial open source projects can qualify for free licenses for You 
Track and all other JetBrains tools if they meet the support program 
requirements.??

Otherwise, there are also Launchpad, Gitea and Forgejo, but I have never 
administered these and am afraid they are far from even YouTrack.
