OK. I reverted my change and ran the app multiple times using 2.11.2-SNAPSHOT. 
I do notice that sometimes it does rollover the file depending on how much time 
elapses between the time the RollingFileManager creates the file and when 
OnStartup is initialized. If it is in the same millisecond it does not roll 
over. It rolled over the file properly every time I ran it. This is on my 
MacBook Pro.
