The links for 2.3.0 are all broken.
It looks like the files were moved into the wrong directory.
Instead of being under
https://dist.apache.org/repos/dist/release/jclouds/2.3.0/
they are under
https://dist.apache.org/repos/dist/release/jclouds/2.3.0/2.3.0-rc1/
