Might be missing the BackendTrafficPolicy configuration that configures the
HTTPS scheme? e.g.
```yaml
apiVersion: apisix.apache.org/v1alpha1
kind: BackendTrafficPolicy
metadata:
name: passhost-node
spec:
targetRefs:
- name: test-health-service
kind: Service
group: ""
scheme: https
```
