Many thanks to all for your comments regarding my plight. As expected, "the problem" was self inflicted by my own lack of practice installing RedHat style operating systems. Specifically, there is a slider thingy in the upper right hand corner of one of the install screens to enable networking from the beginning. If my experience says anything, slide that to ON!

Sorry to bother everyone with such a silly mistake.

My problem does not originate with Rocky but with the upstream provider, RedHat.  Have done a preliminary install of RL8.6 and finally remembered how to get networking to run by default; why RedHat, why?  Now, I cannot curl or dnf (which uses curl) due to certificate silliness.

I have chased a number of suggestions but am still thwarted.  If I don't get a curl 60 error, I get a 403 Forbidden error.

Anybody else been down this rat hole?
