There are a variety of carriers that operate wireless cellular networks. Typically AT&T, Verizon, Sprint, and T-Mobile.
Then there are a lot of others who pay to use their networks in what is called VMNO or virtual mobile network operator. Which you pay on a monthly basis to get service. The problem is that most mobile phones were at one time bricked to a particular network or operator. Times have changed and now you can buy an unlocked phone with the capability for multiple SIM cards. So now you can keep your number and use it on whatever service you want. SIP is also becoming more mainstream. With more and more services working to convert customers from POTS to some type of SIP with /DSL/aDSL using a DSLAM near by. For what it's worth. If It is a catastrophic situation you will want to have a satellite phone or bgan. For myself. I purchased an unlocked Android phone and a Sim cutter. As my sim was a different size. And I am not wanting to have to call customer service and have them port it incorrectly. And it worked perfectly. As I had already converted to a MVNO on an unlimited plan for phone and text. With 12 GB high speed data and then low speed after 12GB for about 60 USD a month. However note that the sim card does not allow for international roaming outside of the US. But That is any easy fix stop off and pick up an international or country specific prepaid sim before you go out and let your friends know what the number is or add it to your virtual follow me number. You have choices. And if it doesn't work out you can always find another provider. And I was successful with using another provider to provide me with an SIP t.38 DID line and black box for my fax machine. And it does work successfully.
