Solution discovered. So the problem was that Puttygen creates a public key file that has the wrong format. So... the trick is you need to open it in puttygen (or just never close puttygen) and then select the key in the putty window (all the text) and copy it to the clipboard, then paste it into your ~/.ssh/authorized_keys2 file so it all goes on a single line. The public key FILE that puttygen creates has multiple lines which is what causes the problem. No change to anything else was required.
