Your best bet for those locals is an antenna, which has no recurring cost.
If you can't stomach the thought of an antenna, Comcast has Digital
Terminal Adatapters (DTA) available, including an HD version with HDMI out
for a nominal fee.
I was hit with this at my office this week and we opted to go with antennas
in lieu of the DTA boxes, but we have over 80 television sets that would
need those boxes and that was too much.
