Have you tried to reinstall the RPM's for hal ... maybe something got
borked in the install. Download them and
rpm -Uvh --replacepkgs hal

Well, it would appear that my original hal install did get borked somehow.
I found a website that talked about modifying hal.conf, and I did not have a
hal.conf.  I re-installed the rpm and now I have
/etc/dbus-1/system.d/hal.conf

as well as a bunch of files in /usr/share/hal

I also ran across a suggestion to run /usr/sbin/hald --daemon=no
--verbose=yes and this is the output:
14:39:24.220 [I] hald.c:469: hal 0.5.7.1
14:39:24.220 [I] hald.c:534: Will not daemonize
14:39:24.221 [I] hald_dbus.c:3236: local server is listening at
unix:abstract=/tmp/hald-local/dbus-YL97PVC7qS,guid=7ca1c345dac58c02c6981bb60406e900
14:39:24.231 [I] hald_runner.c:115: Runner has pid 20309
Runner started - allowed paths are '/usr/lib:/usr/share/hal/scripts'
*** [DIE] osspec.c:osspec_init():322 : Unable to read /proc/mounts

So, I seem to be getting closer (I hope).
