Sure, I recommend You BERING [with 2.4.18] distribution from LEAF.
I used it as router/firewall and  bridge/firewall/traffic_shaper and also
i fit sshd on a floppy [1680KB] to remote management :)  I think it's the
best floppy distro because of kernel 2.4.x. Except iptables there is
other powerfull tool - iproute2 suite [tc with HTB support].
