[IPROUTE]: Introduce TIME_UNITS_PER_SEC to represent internal clock resolution
Introduce TIME_UNITS_PER_SEC and conversion functions between internal resolution and resolution expected by the kernel (currently implemented as NOPs, only needed by HFSC, which currently always uses microseconds).
