Initial import of nexthop code.
- Add new RTM commands for nexthop objects.
- Add new uapi attributes for creating nexthops. Attributes are similar
  to the current nexthop attributes for routes.
- Add basic helpers for ipv4 and ipv6 references to nexthop data

Similar to routes nexthops are configured per namespace, so add
netns_nexthop struct and add it to struct net.
