Oh and I totally agree that ARP resolution is such a fundamental part of
the IP stack that if we ever do this it would be optional.  That is, there
will be a kernel module which also implements the required functionality
which should make it work for most people.

However, anything fancy should be done by the alternative user-space daemon.
