Well it's actually always been there.  The Flow Control settings have
been contained in the EEPROM for ever.  The driver however was been
ignoring the setting.  The driver is now following the EEPROM
settings.  So while it appear a change in behavior, it's really just a
bug fix that has changed it.  The reason behind having an EEPROM
setting is so that different NICs and LOMs can have different default
behavior based on use.  So NICs used for desktops and laptops and it
enabled by default and NICs used in communication servers would not
have it if they were being used for routing purposes.

This is also why having mechanisms to turn it off are needed.  Hope
this make sense.
