I just unzip the file net-snmp-5.5 in to a working directory.

My O/S is QNX 6.5.

 I can do make and makeinstall snmpd, no problem with configure. 
./configure --enable-mini-agent --with-defaults
--with-out-transports="Callback Unix" --with-transports="UDP"
--with-out-transports="TCP" --with-mib-modules=ucd_snmp --enable-privacy
--with-openssl=yes --with-out-mib-modules="smux agentx"
--disable-perl-cc-checks --disable-embedded-perl --without-perl-modules
--with-default-snmp-version="3" --with-ldflags=-lm

What O/S are you working with?
