Ok, help me out here. So, I just created a normal user on a Win7 x32 test box and downloaded 0.91 Alpha2 from sf.net. I see that the zipped file is blocked as described by Daniel. But when I unzip it into its directory and try to build Boo with it, it builds fine for me. So am I missing a step somewhere to recreate this issue?
