Create a resource only DLL C++ project (i.e. no C++ files) and solution in VS.Net 2003 . Attempt to compile it with the <solution> task. The intermediate directory (Release,Debug) will not be created if it does not already exist and the build will fail.
I've added bug 1541596 for this issue.
