Bruce,

I can't comment on whether depend across build files should or should
not work as you expect (I could go either way, personally)... a
workaround to get your builds working for now is to <call> your
prepare targets rather than depending on them.  If you want your log
to be in the same kind of order as if you'd used prepare, then you can
wrap the call task in a "prepare-wrapper" target in your top-level
build file which is depended on by your other targets.
