The command line client for CVS has long recognized .cvsignore (at
least on UNIX).  Since it's the default client, it should be taken as
authoritative.

I agree with you on the NAnt default.  In general, any NAnt task that
corresponds to a command-line tool needs to have defaults that match
the command-line tool defaults as much as possible; any exceptions
would need to be documented, and probably justified.
