If you're using a <webmap> for all URL's, then you don't need IIS at all.

However, you don't appear to have a <map> for 

http://localhost/eCommerceAutomatedBilling/eCommerceAutomatedBillingClient.c
sproj

Also, the <include> element of <assemblyfolders> expects a directory, not an
actual assembly file name.
