Your recollection is more or less correct.  The 2.2.1 release is an
iteration release, with some fixes, some reorganization, and some
experimental features.  It makes sense to use this if you want to try
out the experimental extension features, or if you absolutely need the
bug fixes.  Otherwise, stick with 2.2 for production work.

The NUnit release schedule is fairly aggressive, with the iteration
releases being more or less monthly.  I don't think NAnt wants to have
to update NUnit that often.  I don't think there are any incompatible
changes in NUnit that would prevent individual users from upgrading
their own NAnt/NUnit installations (modulo config file changes,
perhaps - I'm not sure).
