AFAIK, there's no direct support for building *.dsw solutions. You may want to use <exec> task on "msdev.com", like this:
<exec program="PATH_TO/common/msdev98/bin/msdev.com" commandline="your_workspace.dsw /make ProjectName /rebuild" /> For a full list of options, execute "msdev.com /?". This isn't the best option, because it requires you to have VS6.0 installed.
