when i got the same problem, i fixed it as follows:

1) no namespaces tag in the ndoc task
2) reference other xml file in summaries

        <ndoc>
        ...
      <summaries basedir="${dir.namespaces}" >
        <includes name="${file.namespaces}"/>
      </summaries>
        ...
        </ndoc>

3) ${file.namespaces} looks like this:

<namespaces>
  <namespace name="Frogware.Business">Business objects and logic native
to the framework.</namespace>
  ...
</namespaces>
