I see there is a SourceSafe reference under Nant\src\Extras.  How do I
get the code or at least more info on whats there?

If you want to submit the change more formally, here are a few
suggestions:
1- Make sure you are working with the latest nant version (i.e. make
sure
you try your code on, say, last week's code at the latest)
2- If you can, submit to this list a diff file, which cvs can generate
for
you. If you can't do this, submit a copy of the changed files as
attachments.
3- If possible, also submit unit tests for the new behavior!

Once you do this, one of us will try to merge the changes into the CVS
code
base :)

As Tomas said please send in your patch. Its been quite diffucult to 
mimic visual studio's semantics with regard to handling the .resx files.
