It remains an open question whether this is "not implementing MIME
properly." MIME doesn't really say anything about how the data should
be presented, just how it is written and read. Software authors are
free to dream up their own user interfaces.
Microsoft Outlook users should be able to configure the program to
"view attachments inline," so that they don't have to open each
attachment manually. I have heard rumors that this option also puts
them at risk for things like the Happy99 worm, but have not been able
to confirm it. At any rate, that's Microsoft's hassle as far as I'm
concerned.
