I live in Germany and have MANY German colleagues who ask ME for PC 
advice. Not a single one in the 10+ years I have been assisting friends, 
failiy and colleagues (in an official support function) has EVER asked 
me about character coding (or that they had problems displaying  text 
properly).

On the other hand, I have changed my theme on average about once every 
two weeks.

So now we have:
(1) technically, it's more used than other menuitems, and
(2) the not-to-be-underestimated coolness factor.
