See https://bugzilla.mozilla.org/show_bug.cgi?id=99615 for details. The latest patch applied to nsIPromptService simply improves and clarifies the documentation for that interface. The corresponding contract ID that one would need to override in order to provide a custom prompt implementation has not yet been frozen, but the plan is to not make any changes to it.
This interface has been unchanged since Mozilla 0.9.1 (as far as I can tell).
