Before presuming, we need facts. Educations institutions have already toyed with Linux deployments as you yourself can vouch for. However, pushing Linux installations in departments which rely on old legacy systems which only work in Windows environments is difficult. Hence my question on who would be affected by this agreement. I would refrain from trolling about the subject and instead be a bit more constructive.
