Back in my Debian days, that's what I normally used to do - If I
remember well, I managed to get as low as 25 MB.

These days I don't really have time with tweaking linuces so I'm just
sticking with fedora for my day to day linux programming.

How about installing a barebones debian? When you reach the package
installation, just don't install anything :) 

So you're left with kernel+ basic console tools.  Am doing a test
install right now just to see how small I can get it. Will let you
know.
