Thanks for all your replies. I guess my original questions were perhaps written in haste, however in a way I still think it would make sense for OpenBSD to check the permissions of key files (/etc/security style). I would have thought there is no reason why files already owned by root in a default install (etcXX.tgz) should be owned by another user when put in place by a siteXX file.
