i don't have any answers here...

first off, swapctl is a bit ambiguous in referring to "swap devices and
files". i'm guessing the document was corrected when it was noted that
files could be used as well as devices for swap, but i could be off the
money.

then the vnd thing...maybe a relic from when swap was not encrypted by
default. again i'm not sure.

maybe someone can step in here and we can clear up the docs.
