I am guessing you did download the appropriate firmware version following the documentation: http://www.openbsd.org/cgi-bin/man.cgi?query=ipw&sektion=4 According to the pages, it does support WPA without a hitch. Double check your logs, and pay attention to any messages related to your controller, might be something earlier on the boot telling you if the firmware does not load right or something.
