No, because you are building 4.3-current. Change tag to OPENBSD_4_3
instead, and rebuild.
I'm reasonably sure that's not the issue. The rt2860 firmware is
definitely present in the source tree, in files tagged OPENBSD_4_3:
Just to be 100% sure. Do you see libc.so.43.0 in /usr/dest/usr/lib ?
I've come across the problem you got just a week ago, and my mistake was
wrong tag, but the problem could be that you try to build 4.3 on a
4.3-current/snapshot.
You could try booting cd43.iso and try to install. My (wrongly) built
release was installable, but it was complaining about missing
libc.so.43.0 at the end of the install (and the system would not boot)
