maybe on some other OS that tries to play tricks to enable realtime 
scheduling for non-root users?

jackd doesn't even have a config file.  the only possible permission
problems with starting jackd, on OpenBSD, is with not being able to
create fifos under /tmp/jack-`id -u`.
