I'm a big fan of M5 Hosting (http://www.m5hosting.com/). Their prices are *very* reasonable for dedicated servers, and they will be happy to install OpenBSD. Their support is good, they have KVM-over-IP if you need it, and they use Paypal which is very convenient (for me, at least).
