You're not *really* trying to use a 4.0 cd (cd40.iso) to install a 4.1
system (base41.tgz), I hope? And yes, cd40.iso doesn't have install
sets; it's just a minimal installer.
There is no Caldera DOS anywhere near OpenBSD; you picked the wrong CD,
failed to blank, it or whatever.
What you are doing should work:
1. Get cd41.iso
2. Burn cd41.iso to a CD (as a CD image, but you did that right)
3. Boot from the CD
5. Eject CD
6. Insert CD with (4.1) sets (under 4.1/i386 for ease of use, or
elsewhere)
7. Proceed with the install
